I think Saddam's not the main concern of the US for now. From a political perspective, US has lost grounding in the Saddam issue. After eventually the US Congress conceeded that there indeed was no WMD in Iraq, there's almost no justification in deposing Saddam. The only thing they're playing on is on the issue of crimes against humanity.
But as what many have believed on the conflict... it's not terrorism that is the problem in Iraq. It is civil war. It was a mistake to have taken Saddam off Iraq because he (rightfully or not) provided a balance to this civil strife.
To divide Iraq into different region is another interference into local politics. It's easy for us to legislate this ideas since we're just typing away in our desk and we don't directly get affected by these policies. But the idea would only increase the severity of the situation... from civil strife to elite war. There are parts of Iraq which can be considered prime land. When you divide Iraq into segments, surely this prime land would be the bulk of controversy.
My take on this... the world is imposing too much pressure on Iraq to democratize. But democracy like any political ideology only serves its purpose if it is compatible with the situation of the polity. In this situation where many voices are **violently** shouting, the dog-pack solution is the best: concentrate power to one person.
Yeah, that's like making another Saddam. But parliamentarism is not the best solution as for today's Iraq. Fusing diverging opinions is a lengthy process in democracy and is not the applicable solution to a country plagued by daily bombings. Eventually, historical events would determine whether Iraq would fold towards democracy. And hopefully interference by the West would be lessened in this process.
But as of now, the Middle East peace has only worsened since the start of the Afganistan War. And the world is no safer as it was in Sept 11. The situation in Iraq will only worsen if we only want to prove our personal goals to be correct: that Iraq be part of the democratic world. We should abandon that prospects for now since such a condition is premature.
